With the introduction of the Home Information Pack (HIPs) we have seen an increasing demand for Electrical and Gas inspections on properties, whether it’s for a home or for a buy-to-let.

Home Information Pack Regulations

Under the terms of the Housing Act 2004,Home Information Packs (HIPs) were introduced in 2007 on a phased basis. The Home Information Pack is required from anyone marketing a home for sale, allowing this essential information to be made available up front. Copies of the pack are made available to prospective buyers on request.

In a climate of uncertainty regarding this new legislation, Home Information Packs are mandatory for most properties whilst the Home Condition Report (HCR) describing the property in detail, is voluntary.

The Department for Communities and Local Government announced in July 2006 that the mandatory items of a Home Information Pack are the Energy Performance Certificate, the Searches and other legal documents. The Searches include Building Regulations Compliance, which require Certificates of Compliance for any notifiable electrical work carried out since 2005.

The Home Condition Report was intended to be a key plank of home information packs, providing accurate information on the condition of a property up front to buyers in much the same way as an MOT on a vehicle. For the moment the HCR will only form a voluntary part of the Home Information Pack.
